Security cameras don't work in the dark. And measuring light on a different spectrum, like infrared, results in a less detailed image and makes it more difficult to identify thieves. You can also be sued if a thief gets injured in your dark building, because it's a "negligence." These are both the situations involving banks.
Also, the people working at, say, retail places, don't know how to repair their point-of-sale technology. So they just leave it on all the time, which they are designed to do, so they don't have to worry about "what if it doesn't turn back on correctly?" And in public stores, like Publix, they do maintenance at night, and the workers need to see what they are doing.
